Korea's Government Unleashes 86 Trillion Won Plan to Stabilize Real Estate and Boost Construction

Kagit編輯部8/13/2026 2 min read

The Korean government has announced a massive 86 trillion won fund injection and expanded guarantees over three years to normalize the Real Estate Project Financing (PF) market. This initiative is expected to directly contribute to a soft landing for the construction industry and stabilize financial markets, potentially creating indirect opportunities for the K-Beauty OEM/ODM market.

On August 13 last year, the Financial Services Commission (FSC) announced comprehensive financial measures to stabilize the real estate market. As part of this, financial support for housing supply was expanded from the original 26 trillion won to 47 trillion won. Furthermore, 86 trillion won will be invested over three years into viable projects to accelerate their commencement, and the scale of PF guarantees will be expanded 2.2 times, from an annual 13.1 trillion won to 28.7 trillion won, as reported by Hankyung (Korea Economic Daily). To normalize distressed projects, KAMCO (Korea Asset Management Corporation) funds and syndicated loans will also be activated.

Why This Matters

  • Stabilization of the Domestic Market: Mitigating Real Estate PF risks alleviates concerns about a construction downturn and reduces uncertainty in the financial sector, contributing to an overall improvement in economic sentiment. In the long term, this could lead to a recovery in consumer confidence, providing a stable foundation for the K-Beauty domestic market.
  • Indirect Improvement in Investment Environment: Ensuring liquidity and stability in financial markets improves the corporate investment environment and sends a positive signal to potential investors. This could lead to improved funding conditions for K-Beauty OEM/ODM companies seeking capital for R&D investments or expansion of production facilities.

What to Do Next

Businesses should closely monitor changes in the macroeconomic environment resulting from these measures. Evaluate the potential for recovery in the K-Beauty domestic market from a long-term perspective, and strengthen internal analysis of potential investment opportunities. Specifically, thoroughly examine the impact of improved financial market liquidity on OEM/ODM companies' access to capital for facility investments and technology development, and formulate proactive business strategies.
